The seed step on every deploy was inserting duplicate stops each run.
The cleanup script (scripts/cleanup-duplicate-stops.ts) can be used to
dedupe existing rows when needed — run manually via:
DATABASE_URL="..." npx tsx scripts/cleanup-duplicate-stops.ts
