feat(admin): mount command palette + plumb addons to sidebar

- mount <CommandPalette /> in admin layout (Cmd+K)
- fetch getEnabledAddons(activeBrandId) for sidebar gating
- pass enabledAddons to AdminSidebar so Water Log / Route Trace hide when off
